The Contract Award Panel (CAP) has been selected, effective 8/18/06:

Randy Kenagy, Aircraft Owners and Pilots Association (AOPA)
Jack Cole, Air Transport Association (ATA)
Ron Swanda, General Aviation Manufacturers Association (GAMA)

The Institute is forming the Contract Award Panel (CAP) to evaluate the proposals anticipated to Task Requests from the JPDO. (See the Institute web site for more information on this task request at: http://www.ncat.com/ngats/ngats_tasks.html)

Volunteers for participation on the Institute CAP should at a minimum meet the following qualifications:

Basic Qualification and Experience:
10+ years experience in civil or military aviation to include experience related to communication, navigation and surveillance systems.
Member of an aviation transportation organization or academic institution with aviation transportation systems programs, projects or departments.
Knowledge of the National Air Space System (NAS) planning, operations and systems.
Familiarity in aircraft flight operations
Familiarity with aircraft avionics related to air navigation systems and use

Supplemental Qualification and Experience:
Familiarity with air traffic management operations, systems and applications.
Familiarity with national Position, Navigation, and Timing assets and requirements as applicable to air transportation
Knowledge and involvement with the Next Generation Air Transportation System (NGATS) program.

Each CAP member selected by the Executive Director will be required to complete a nondisclosure agreement (NDA) and a Non Conflict of Interest letter.

The CAP member can expect to be involved in the evaluation of proposals throughout the period of August with a final recommendation/selection due to the Executive Director on or about August 25, if not sooner.

Responses can be by either electronic via email or formal letters and should adequately and clearly identify qualifications and experiences matching the Basic and Supplemental qualifications accordingly.

Responses need to be submitted by COB July 21, 2006 at the latest.
