Investment Analysis Workshop

In support of the Joint Planning & Development Office (JPDO), the NGATS Institute is helping in conducting the second of three Next Generation Air Transportation System (NGATS) Investment Analysis Workshops in August, contingent on availability of participants.  As part of a group of such workshops, Institute participants will work with JPDO to the goal of developing the foundational information and awareness that will aid in developing future NGATS costs estimates.  The JPDO has tasked the NGATS Institute to provide knowledgeable industry participants representing various aviation user groups to collaborate in developing these

The first workshop focused on the user community comprised of commercial and business aviation, equipment manufacturers, and systems developers.  This second workshop will provide for guidance and input from general aviation (Part 91), scheduled and non-scheduled Part 135 small aircraft operators and public safety.  The third workshop will address airport and airport infrastructure as well as state and regional aviation transportation investment and planning. 

Participants in these investment analysis workshops will be asked to discuss and comment upon the appropriateness of the current JPDO assumptions about private sector cost drivers --- covering both private sector cost to operate, maintain and certify the proposed operational capabilities for NGATS.  This input will be in the form of interactive discussions and working group response to several key questions related to how and when users might make future investment decisions to operate in the next generation air space and system.

The outcomes and products for each workshop will be shared with the subsequent workshop until all three outcomes are incorporated into a single Institute response.  Additional efforts could continue working with JPDO for up to six months following the workshops with various participants representing each workshop to update and continue to refine the recommendations and inputs to the NGATS investment analysis.
The purpose of this collaborative effort is not to develop any specific or unique cost estimate for NGATS. 

The final report and recommendations delivered by the IMC at the conclusion will not be viewed as endorsing any or subsequent NGATS budget or cost estimate that may be forthcoming by the JPDO or other government agency so charged with such requirements.     

We expect to brief results and recommendations to the FAA Administrator, JPDO leadership, and representatives of the Institute Management Council at the end of each workshop.
